Trying to get a cab in the rain? Problem finally solved !!

Every body's felt the pain of the 6pm grief..........It's raining, its Friday.. Your friends are waiting to catch up with you, you have not seen them for a week and there dying to tell you all the gossip about the national holiday!!! The new partner they met, the new shoes they brought, the new rash they developed, Sounding familiar, and then GULP you realize the only way to get to Fuxing Lu is via cab, you pull back the curtains and see the rain hitting the window horizontally, its six pm Friday best call a cab, you can’t get through because two million other people stole the idea from you hours ago, bugger !!! ill hail one....GONG))))))))))) This is one of Shanghai's little joy's, i call it cab-o-phobia, typical symptoms are frustration, car rage and high blood pressure. It is a fact that it is virtually impossible to get a cab within a reasonable time frame ( 1 Hour ) when 1) Its 6pm or 2) It’s raining, Well folks I have an idea and I would like your thoughts on it. Suppose the power at b introduce a card called the ‘iThink card’, this card costs say 500 yuan a year 1.36 a day (just an example price), the cost of the card is cheap, but what does it do I hear you mutter, well suppose the cabs introduce a wet fee and a hot spot fee, that is to say when it rains to get in a cab it costs you 30 cny not the standard 11 to board , same goes with catching a cab between 6pm and 8pm (hot spot) however if you have your trusty iThink card it cost’s you the standard fee of 11 yuan, I think this idea will slow down all the people who normally walk or catch a train and flood the cabs, you know the type,, sugar babies, the people when wet disintegrate. This idea would free up more cabs thus making it easy to get one….Yay,, Of course economic details need to be refined and benefits calculated however the cab drivers would also be happy because when you swipe your iThink card it gives them credits from the 500 yuan service fee you paid for the card… at the start of the year. Don’t get me wrong I love this city and her people, this is just an idea I had the other day when trying to catch a cab at six pm on a rainy day, what do you (i)Think?

Merely thinking about how it hurts to wait for a cab hopelessly in the rain, hot summer, cold winter... makes my head ache.

Josh said::Someone already had a similar idea.... not sure if it took off, but you could buy a card for 100 RMB or smth and it would give you 5 priority cabs, the driver would get 20 rmb if he picked you up, so obviously he would go for you rather than anyone else.. Thanks for your comment, thats interesting to know, i personally have not seen the card, is it still available? How does the cab driver know you even had a card?
I guess there is two elementary flaws i can see with this system;
1) From an expat point of view (who would snap the iThink cards up) foreigners are very transient and don’t hang round long so they be unaware of the iThink card being available, so typically good market exposure needed (Think McRodent)
2) Chinese folks are patient waiting for cabs from my experience ( NOT boarding trains and busses ) and are quite happy to challenge anyone who manages to get one, whether there first , middle or last to hail

I had similar thoughts.
I am just surprised why it is not happening. Chinese people usually are very good at grasping opportunities to make more money.
